With a background that encompasses roles from Corporal to Chief at the Pomona Police Department, Paul’s expertise includes strategic management, fostering strong community relations, conducting employee evaluations, and providing exceptional leadership.
Paul holds a Bachelor of Arts in Sociology from the University of California, Los Angeles, and boasts an impressive array of certifications from prestigious institutions such as the FBI National Academy, Peace Officers Standards and Training, Sherman Block Supervisory Leadership Institute, and Justice Training Institute.
His extensive professional experience includes serving as Division Commander for the Investigative Services Division, overseeing critical units like the Detectives Bureau, Training, Special Events, Volunteers, Gang Unit, Major Narcotics Unit, and the FBI Task Force.
During his tenure as Police Chief at the Pomona Police Department, Paul initiated several impactful programs, including the department’s first Victim’s Assistance Program, Youth Services Unit, and Pastors and Police collaboration. His dedication to strengthening community relationships and infrastructure is a testament to his remarkable leadership skills. Additionally, Paul is well-versed in establishing vital community partnerships and engaging in mutual aid agreements with local departments, agencies, and organizations.
Michael Robert Lange

Michael Robert Lange, a retired Sergeant with extensive experience in the Major Crimes Task Force, is a valuable addition to our team. His impressive training credentials from the Rio Hondo College Police Academy underline his commitment to excellence.
Michael’s expertise in conducting employee evaluations, administrative investigations, search warrant preparations, and testimony as an expert witness has defined his successful career. His journey began as a patrol officer with the LAPD/FBI before transitioning to a role as a Detective/MCTF officer at the Pomona Police Department.
He holds certifications in essential areas such as basic terrorism courses and K-9 Narcotics Detection School, and his dedication has earned him accolades, including the Medal of Valor in 2007 and Officer of the Year in 2014. Michael’s professional background extends to supervising the Departments Gangs/Narcotics/Fugitive Apprehension Team, as well as preparing officers to testify as gang and narcotics experts.
His diverse experiences encompass working in the Sex Registrant Unit, juvenile investigations, and patrol. Michael’s commitment to public safety and his recognition in the Netflix Documentary, “They Call Us Monsters,” further exemplify his dedication to the field.

Kelly Mulkern is a distinguished professional, holding a Bachelor of Science in Entrepreneurial Business Management, and stands as a Certified ARISE Interventionist, Private Investigator and Family Consultant. With a robust 10-year tenure in the substance abuse and mental health care field, Kelly serves as the a Co-Founder of Secure Solutions Collective LLC, Founder of Partners in Healthcare LLC and a Senior Outreach Consultant with the ARISE Network.
Beyond her substantial contributions to the substance abuse and mental health care sectors, Kelly brings a valuable investigative dimension to our team. Her unique combination of skills, including private investigative work, family consulting, family education, and her experience as an interventionist, further enriches her capacity to drive positive change and facilitate recovery forward.
